Engine/Transmission (1998.5 - 2002) Turbo question

Should the turbine spin freely i. e. if I give it a spin with my finger should keep on spinning after I let go? It will spin freely when I turn it with my finger.

First off, I'm no turbo expert. That said, the pin wheel should turn easily but probably needs oil under pressure to float the shaft & keep it spinning.

Not all will spin freely.

Its ok if it doesnt spin after you stop turning it.
