Engine/Transmission (1994 - 1998) turbo ?'s

i was noticing the other day when i was changing my air filter, and reinstalling my silencer ring :{ , that my turbo seems a little tight, doesn't spin freely, a stops almost instantly, does this mean the bearings are toast?

also i would allow it to cool down before shutting off (2 minutes).
