Turbo surge question?

What causes a turbo to surge? I have a turbo (S-3 with 64/14) that was built by Scheid Diesel, and this thing constantly surges. When it shifts, when the TC locks up, when I lightly have my foot in it pulling a slight hill. I guess from my understanding, the S-3 is the same platform for what II is starting with? I am not sure what drive wheel is on the turbo. So I guess my question is when a turbo surges, does that mean that I have to much drive pressure or not enough, to big of compressor wheel-too small, not a big enough drive wheel? I don't know, but I do know that I am going to have to do something different because this thing sucks now.
