I have a small question. It may seem dumb, but I do not know the answer right off. Our TD has 19,000 miles on it. In the warm weather the turbo kicks in, but in this cool weather it does not. I am understanding it has to be hot for the trubo to kick in. Ex:we were towing our tt (7000 lbs) home from the hills. Outside temperature was in the upper 60's. I never heard our trubo kick in 150 miles. How come??????

Your turbo is always working, sometimes just more then others.

Have you thought of checking your air filter for restrictions, and make sure your connections from your air box are tight (to ensure no leaks of air) to the turbo.

jwilliams3 is right. The turbo is spun by the exhaust. Just listen for that wonderful turbo wistle as the RPM's get up around 2000. :D

Do you have loss of power? If the truck feels like it just gained 5000 lbs and you can't get it to move, there may be a problem.

get gauges...

boost gauge specifically and see what kind of numbers your turbo is producing. the turbo doesn't "kick in" and out, it is always running, just sometimes when it is making more boost (up hill or heavy load) it sounds louder than just in a cruise state. you might have a wastegate problem, but chances of that are very slim.
