It is my understanding that the turbo is not always fully engauged, if this is so then pre turbo would be the only way to go!! For the pyro gauge that is
 
The turbo is always spinning whenever the engine is running ( producing exhaust gas ), but it is not always producing measureable boost. You need to put some kind of load on the engine to have boost.



If you are talking about a pyro gauge than I would recomend pre turbo as youy say, just for the purpose of knowing what the hottest temps are. But if you are extremely concerned about shut down temps than maybe post would be the best.
