You will need a PUC permit and will have to pay the taxes later though not as much. Won't work unless you are commercial, probably easier to just buy offroad fuel...

It's "with P.U.C."

If you bought PUC plates and paid your road tax based on you miles travelled, not fuel used. I don't know as much about the details as others on this site, but I know the PUC plates for one of our trucks at work runs about $1200. 00 per year.
