Unable to turn injection pump gear CC with gear puller.......

I am in the middle of timing my truck right and I am unable to turn the injection pump gear CC as is asked to take the backlash out between the pump and the gear. You are supposed to be able to do this by hand with the puller still attached. The gear has popped off the shaft and I can push it back and forth but am unable to turn, any suggestions?

It just means to apply pressure in that direction to remove the backlash. The backlash should be very small and barely noticeable. The gear doesn't actually rotate.
