03 Fuel Filter Change

I was under my new '03 today just checking things out and I noticed something I can't figure out. Just behind the fuel filter is what appears to be a cooler or some sort of heat exchanger. The transmission cooler line goes into and then comes out goes to the trans cooler. Visibility is tough from top and bottom, also there may be coolant lines going to this but I'm not positive on that. I was guessing at maybe a fuel heater but I can't tell if fuel lines go into this or not. This is my first diesel and I am trying to get the lay of the land. I traded my '01 2500 QC SB 4X4, 360 V8 for this new machine and God willing I will never buy another gas pig again.
 
Are you refering to the fuel pusher (puller) pump? The pump looks as though it is actually attached to the fuel filter and has a fuel line and a fuel return (to tank) line attached to it.

I really don't know if it's a fuel pusher/puller, I'm pretty sure that transmission lines go into this unit. however, the trans does have a separate cooler in front of the radiator. I will look closer if I can when I change the oil this weekend to see if fuel lines go into.
 
Is the black thing on the back of the fuel filter housing in this picture what you are talking about? If so, that is the "lift pump".

The accessory in question appears to be attached to the side of the engine block behind the fuel filter. It looks to be finned like some sort of cooler. I would say its around 5''x5''. I don't know if its new to 2003's because I have never looked at a previous model cummins before.
