I have severe tire wear on outside of both front tires with 12,000 miles on tires. Is this the ball joints and if so do I need special tools called for in service manual or can I use pickle fork to get ball joints out. Truck had alignment about 10,000 miles ago and right outer tie rod was replaced.

jfb If your truck had an alignment 10000 miles ago they should have checked your ball joints and if they were that bad they should not have completed the alignment. The first thing i would check is toe that will wear your tires the fastest. How were the tires that you took off? I did not look at your sig. to see year or miles or 4x4 or 2 wheel drive.

Assuming you have a 2WD truck, overly positive camber will do that as well. Better get the alignment checked at some place that knows what they're doing. When ball joints wear, the insides of the front tires wear because the camber goes negative.
