I would disconnect everything and check for leaks in the vac systems. The pump runs in oil and I have never heard of anyone wearing one out. Usually the seal starts leaking and you can get them from CPFF (do a search).



If you need a new pump I think they are about $600 at Cummins and about $1000 at Dodge. The pumps are easy to replace but make sure you don't nick the seal with the burr that seems to form on the drive dog on the end of the PS pump shaft.
 
Put a vac. gage directly on the pump and see what it reads.

If it pulls good vac. there, then look down stream to find the leak.

Its rare to find a bad pump, most just leak oil.
