Correct me if I’m wrong but I thought that 3rd gen truck have a small electric vacuum pump to run the cruse control? Where is the pump located and does any one know a pall park price for the pump?

According to the FSM:

5. 9L Diesel

Vacuum is not used for any part of the speed control system if equipped with a diesel engine.

As far as I know, there is no vacuum pump on the 3rd gen trucks.

My '03 with the 48RE automatic transmission has the small electric vacuum pump to operate the cruise control. It's located on the passenger side of the engine compartment between the battery and firewall. When I turn the ignition switch on and before engaging the starter, I can hear it running. IIRC, the cruise control on your '04. 5 is part of the ECM and there is no vacuum pump or mechanical linkage.

I don't know the replacement cost.

Your truck should be just like my 06 and it's a "drive-by-wire" which means nothing operating the go pedal but the ECM.

All the fly by wire trucks use the computer and speed sensor to control the speed during cruise control... since there is no mechanical connection between the throttle and fuel injection pump there is no way to mechanically raise the throttle...

I assume also that all the blend doors in the heater/AC system are now servo motors and not vacuum diaphragms...

From what I read in the "04 FSM, there is a small electric vacuum pump that services automatic trucks only on '04 models. It's fairly clear that it isn't for cruise control, just auto transmission functions.
