Engine/Transmission (1998.5 - 2002) Valve Cover bolts

What is supposed to hold the bolts on the valve cover?



On my 98. 5, I can pull the bolts right out of the cover. I did the valves on an 01 a couple weeks ago, and you couldn't pull them out.



Is it just certain years???

They all come out, some are easier that others.
