vanity lights (visors), dome light and map light issue

On my 2010 I've had the following issue for some time now. The visor lights do not work at all. The map lights and dome light only work off the rheostat. If you press them in they do not turn on. I pulled the visors out, the ovhd console out and the dome light out. Each works individually when 12 volts is applied to their plug. After that I plugged them back in and traced the power wiring, yellow/ lt. blue tracer insulation, to a green connector behind the driver side air vent/light switch. When I take this green connector apart, the female section coming from the wiring harness has about 3 volts DC at the pin. If I apply 12 volts (small battery) to the pin on the male plug, all the aforementioned lights work like they should. (so I know the wiring under the headliner is in good shape) For the life of me, I cannot see where the wire with 3 volts runs after it leaves the green female plug. It heads up under the dash somewhere.

Perhaps a BCM is to blame.

So after spending some more time researching the net and tracing out wiring, the power for the vanity lights (and the dome/map lights in manual) comes from the back of the instrument cluster.
