Archived Voltage at coolant temp sensor

Need some info... installing a Banks Brake on a friends '01 HO, verified wiring is OK, the only one we are having trouble with is the coolant temp sensor. Banks brake says should have between 4 and 5 volts on this wire but we got zero. I'm assuming bad sensor because we have the full 5 volts going into the senor but nothing on the output side. Any ideas, my friend wants to head back to CO in the AM but the brake won't work unless it has that 4-5 volts:{
