There are several aftermarket bumpers available from body shops and such. LMC truck has some stock replacements available, like these: http://www.lmctruck.com/icatalog/dc/full.aspx?Page=12

As for the replacement upright bumper pads, I've only heard of one source, and they're very high in price.....

Also, the Skyjacker DA20 (2-4") lift arms are readily available in many places, if you're going to add any suspension to your Dodge....
