Looking for an old Practical Solutions high idler or info on the circuitry to make my own. Any info is greatly appreciated.
 
I purchased a fast idle solenoid used on Chevrolets back in the 70's and 80's. The part number is ACDelco 214-2138. I modified the throttle bracket to accept mounting of the solenoid.

The push rod is adjustable. I set the idle a 1100 rpm. It has worked well for over a year now.

old fashioned choke or throttle cable from a riding lawnmower would probably work but I like the cut off mop handle BigPapa recommended the best.
 
The old pull and twist type to lock would work well as @Grumpy8811 suggested. But for the basic need, @BigPapa has the winner! Get a section of closet rod, cut to length for desired rpm! Can also be used to thump tires and the such. You can get used to the sound that tires make with proper air pressure. Truckers have been checking tires that way for years!

The push-pull solenoid that @petersonj suggests would work well also, but could fail. Just depends on how much work you want to go through. Good luck with whichever design you go with.
