Engine/Transmission (1994 - 1998) Wastegate stuck open

Have any of you guys ever have your wastegate stick open? My father-in-law has a 95 with the wastegate unhooked. A mechanic is trying to tell him that his wastegate is stuck open. I never would thing that is possible since it is unhooked and never opens.
 
When you say unhooked I am guessing that he disconected the pressure line,if so no problem unless he has too much fueling for the size of turbo. The gate is held shut with the spring. Just reach down and try to move it. If you can not move it he is goos to go.

Hey, it might not be a wastegate problem? I found out on my '94 CTD 4x4 12V that is was not my wastegate, but instead, it was that damn fuel solenoid. I replaced it and after installing a fuel plate and 3K, I was smoken balls!!!! Just make sure that the solenoid is working properly by unpluging and unhooking, then drive it and you will feel the difference!!!!
