Third gens are kinda funny that way. Sometimes you have to open the valve and then run the fuel pump a few second before the fuel will flow on its own.
FWIW, I never got any water out of either of the DC's I've owned.

When I open the water in fuel lever on the the bottom of the fuel filter housing nothing Co. es out. No water, no fuel, nothin. My 05 always drained something off. Any advice?

I've never had the situation of nothing coming out, but I have noticed it drains a lot better when you pop the top off the fuel filter canister before draining it. I always figured it was a suction kind of thing. I've done almost 17 changes on the fuel filter and have never noticed a drop of water in it. What's funny is that the owners manual says to drain some out of it at every fill up. Yeah, like we're going to crawl under the truck and do that!:-laf

There was a TSB (?) regarding a gob of assembly grease being in the drain hose... the fix is as described by Prairie Dog.

FWIW, you will probably never see any water in these systems because of the way they are plumbed... the pump emulsifies fuel and that passes through the filter. I catch a minute amount of water in my setup (aux tank and filter)... never seen a drop in any of the OE fuel systems in the trucks that I've owned.
