My brothers 2001 has an intermitent problem. Some mornings when he tries to go it will only get to about 20 mph. If he stops and plays with the throttle for a while he said it clears up and starts running fine, then he can go.

Could this be something electrical?

I have a 12 valve so I don't know much about his truck.

Any ideas?

Tell him to cycle the key 3 times ending in the on position but not start. Then have him write the codes down as they appear in the odometer screen. It maybe the vp44 dying if he is getting the dead pedal. Could be the apps also.
 
my truck started doing that in the very early stages of the VP dying. Ran like that interminantly for about 6 months before I got a true dead pedal.

It is an automatic and it isn't that cold here, nights in the 50's days in the 70's.

I'll have him check the codes tomorrow and I'll post them here tomorrow night.

I've been telling him to get a fuel pressure gauge to keep an eye on that lift pump. He got the truck in Jan. , he had a Ford before so he is not real up on the cummins yet.
 
check 24v FAQ for code defs. a fuel press guage is mandatory on these(VP44) trucks ! change fuel filter be prepped for the worst! Sorry.
