What determines the HP & TQ Ratings

Question,what determines the HP & TQ ratings the PCM or the ECM 03 /04 Motors, DC has each of these units doing engine functions ,Does the PCM command the HP and the ECM delivers the fuel or what controls the timing and duration, boost.

I'm pretty convinced it's the ECM. PCM is really just there to relay driver instructions to the ECM and to generally coordinate functions around various vehicle components.



If I'm wrong someone smarter will chime in...
