99 24v. Just Changed the fuel filter and when I bump the starter to prime it no fuel is being pumped from the lift pump. The lift pump will make a buzzing sound for about 25 seconds but is not pumping any fuel. Any idea what the culprit could be. I cracked open all the banjo bolts including the one on the LP itself and not a drop.

It's the lift pump. Do you have a Fuel Pressure Gage? Buy or borrow one and hook up to the Banjo Fitting on the VP44, I'd bet there is no pressure. Get yourself an aftermarket lift pump, ether a FASS or an Airdog, if you can. Or else replace the factory one with a Carter Style one from NAPA. Install a Fuel Pressure gage or "Idiot Light" in your dash from Geno's garage, Diesel Manor, or any one of our fine vendors. Don't be surprised if you need a VP44 soon, as low fuel pressure will kill it, thru lack of cooling fuel flow.
 
Well, went down to Cummins, got a new lift pump, put it on, still no fuel. Filled fuel filter and new LP with diesel to "prime" them, still no fuel.



Do you guys think the line from the tank to the LP is blocked? Or do I need to bump the starter a few more times to try and get prime? Also can any harm be done to the LP running it dry as it cycled a bunch of times but never pulled fuel in.
 
I put a reply on the other place. I agree, blow with air hose with tank cap off. Look for leak in lline from tank to pump. Mine started to dribble fuel down frame due to hole abrated in line. It was drawing air when trying to lift fuel form tank to VP-44. Replaced Line and moved pump to frame and later replaced failed VP-44 from BlueChip.

Got under the truck to blow air from the line to the tank and then from the tank to LP and noticed a kink in the line. Straightened it out, put the air in the fuel filler hole and it dribbled a bit up by where it was disconnected from the LP. Upped the pressure and whatever was blocking the line came loose and wham fuel started to fly out. Hooked it up the the LP, cycled it, cracked #1 inj open and she came to life.



Thanks fellas, just sold my 12 valve and this is my first 2nd gen 24v. In the process of relearning. All's well that ends well.

Your lift pump has a broken shaft or impeller. I have replaced 15 to 20 of them in the course of over a million miles. Replace with FASS direct replacement. If you need more help feel free to call. CAPT. PHIL at 386-547-1179
 
Another thing to inspect is the fuel line from the tank to the LP. If there's a pin hole in it that will allow fuel line to drain back into the tank causing a dry supply line. My recommendation is to move the LP back on the frame so it becomes a "pusher pump" and install a Vulcan Draw Straw + big line kit. Oh, if you don't already have one get a fuel pressure gage.
