I am pretty sure I am going to replace my 53 block, Is there any chance of me getting another 53 or a 54 block?

If you buy a ReCon block or short block yes you could get a 53 block. (never heard of cracking problems on the 54) If you buy new no they have discontinued the 53.

I heard of a silent recall on the 53 blocks. I have a # in my truck. I called and a cummins rep is going to send a block gaskets and rings.

Is this the Cummins rep? and I assume your block was out of warranty when it cracked right. Anything specific I should tell him?

Are short blocks not new blocks? or are they just recons with rods, crank, pistons and bearings

ReCon (Reconditioned) is Cummins word for rebuilt. So the block comes with the crank-rods-pistons-rings-bearings. They rebuild old engines which could have any casting Number block. They are cheaper then buying a new short block.
