What is the best air filter/intake system for power,etc.?

I have a 2003 ctd ram 2500 and am looking to upgrade my air system but remember reading that the afe stage 2 was mighty louud. I ran a true flow stock repl. filter on my 05 and got an extra 0. 4 mpg. CAn I expect that from a afe stock replacement filter? Is there a better gauze filter? I want to make fairly quiet power and run my triple dog on no more than +90 HP. I am most interested in good filtration performance and max fuel economy gain. Who has the best prices? I cut a 3" diameter hole in the bottom of my air box to increase airflow and have used pvc pipe couplings to eliminate the turbo silencer cannister betweeen the air box and turbo.
