Window RollUp - without ingnition ON?

My rig has just over 12K on it and I just returned from a 3K trip. Prior to this outing I had a short trip of about 600 miles at which time I noticed a loss of power and mileage. Upon running it into the dealer and having it checked everything appeared to be okay. After leaving the vehicle and boat trailer at a launch ramp for two weeks and returning to the truck and starting it up I heard a sucking or blowing sound I had never heard before. Thinking it was possibly the air filter I tore it appart and checked, everything was fine, no restrictions. Down the road about 12 miles it was still acting up with a noticable loss of power. Back under the hood. This time I found the metal bans on the large rubber hosing that directs the intercooler air to the turbo were not only loose but one was off and part of the one end completely disconnected from its attached location (making the noise). With a 5/16 in wrench it was replaced and tightened. Works just fine and power and mileage are back. Apparently this was taking its toll and leaking prior but with no noise to indicate the problem.

Now upon returning home after another 1500 miles I check the connections(clamps)and find they needed tightening again. While doing this I see a small plastic covered hose line running from the bottom of my turbo housing just above where the intercooler line connects (facing toward the front of the truck)leading to a vacum valve (I believe)also mounted on the turbo housing (right side as your looking from the front).

What is this line and why dose it have a small hose clamp in the middle of it where it isn't securing the line to anything? Why is the clamp screwed down on the line, but not real tight? Is this a way of regulating air flow to whatever it goes to? With a hose clamp??

I'm sure this is somewhere on the TDR but not knowing what I am looking at I have no idea where to go. Thank You.

This line is the wastegate signal line. THe works by using pressure fromt he compressor side of the turbo to open the wastegate. I am not sure why there's a hose clamp in the middle of it... There should be 2 hose clamps, one on the fitting at the compressor housing, and one ont he wastegate actuator. Hope this helps...

The clamp was very possibly added to restrict flow thereby, allowing the wastegate to open later. The factory clamps are NOT worm style clamps instead, they appear to be of the use once and discard variety (at least that is what I had to do on my '98. 5). I suspect DC elected to use these to spot "tampering". #ad
