I have a surface rust (just a little) in the new SBC flywheel I ordered with the new clutch.

What should I use to remove it? I do not want to do a surface damage from sanding it. Is there a rust remover that dissolves rust? Will Petroleum Jelly work? I have used it to keep cast iron hand planes in good shape without sanding it.

Put it together and do not worry about it. The clutch disc will remove it the first time it is used and will not have any effect on it what so ever.
 
Hoefler is correct. If you must remove the rust, only use some steel wool. Be carefull to not allow any oil based products to come in contact with the surface. Brake cleaner will remove oil.
