I think this has been tried and doesn't work well. If you plug up the EGR, or remove the plunger, and the computer thinks the EGR is working then it doesn't put in the proper fuel injection for the assumed amount of air. Plus in some instances the computer opens the EGR and closes the throttle butterfly (cutting off some of the air going into the engine). If the EGR isn't working then the engine will stumble badly due to lack of air.
There are two known ways that "work". One is to unplug the EGR, which the computer detects, stores a code and lights the CEL. It also switches to a different fuel map, one designed to work without EGR (and supposedly cuts 40HP). The other is to use a box such as a smarty and a delete kit; done properly this will work without a CEL.
Both methods are illegal for highway use, subject to being detected by the dealer, voiding all warranties, etc. as Bob4X4 has mentioned.
