Don't know for sure, but I heard the auto contract with the rail is bid pretty low. Rail demand is at or near all time highs. For some shippers it is now cheaper to ship by truck. The stack trains with cargo from the far east are lined up almost end to end going east. Of course the empty or full trailers must come back. Sooo, if you are UP do you take the gravy or the low bid stuff. I'm betting they are moving the high dollar stuff first with the autos getting lower priority. Also, all the domestic auto makers have cash flow/payment issues. As you know, most are way in the red. So again, do you prioritize the business that pays well or pays slow?
I really don't know this and is conjecture on my part, but I'm involved in trucking and logistics so I know how things work. There is no reason for the trains to set on the sidings so long unless it is getting low priority. We can get a rail trailer from Chicago in 4-5 days, so something is going on.
