What's up with the rubber plugs?

I keep reading about discussions regarding rubber plugs on the chassis or firewall. Is this something the factory forgot to put in? How do I know if my truck has these plugs installed? I took some masking tape off of the steering column seal on the firewall and noticed plastic plugs on the firewall. Are there additional plugs I need to look for? Any information would be greatly appreciated.
