I bought a 95 5spd ctd with 480,000 miles on it. It has a new transmission and was used by a fellow to deliver travel trailers. It is bone stock and runs like a dream. Oil pressure is good but the most boost I can get out of the turbo is 10 lbs. (even with the line to the wastegate pinched off). In my garage I have a new TST#6 plate, spring kit, another turbo and a pac brake. My local muffler guy has said no problem with installing a straight exhaust pipe. I like my truck, but am really tempted to put all the goodies on it just for the heck of it and see what it's like. I do however have a fear of many broken parts. what do you think??

Do you have a pyrometer? We need to know if she's getting plenty of fuel. How much black smoke.

Check the turbo duct for leaking air. Check the duct from turbo to intercooler to engine. The clamps have a tendency to loosen up and let gobs of boost out. They may look o. k. but let that fool you.

Check lift pump pressure. Check fuel lines. Change fuel filter.

Check and adjust valves.

Has timing been check out does have quite a few miles.
 
I think your boost is way to low even for stock. Check the clamps, tightness of intake manifold bolts and the inner cooler itself for leakage. If your truck is a dream now you won't believe it after installing just the plate.
