Jeff, of course I don't know your situation, but consider doing it yourself if you have a place to do the work. I had a couple of threads going a few weeks ago about the 98 I re-ringed.
Total job was about 40 manhours, and $500 in parts and machine shop expense. That included all new hoses and hard parts (rings and rod bearings, and head gasket kit).
Just got back from a 2500 mile trip in the 98 we ringed and it got 22 mpg at 70mph, used 2 qts of oil, which I felt was ok on a new ring job. I did bump the timing to 16 while I was peening the kdp.
If you've got normal hand tools, torque wrench, a 2,000lb rated crane (rent) and a couple of buddies to help with the r&r, it can be done. Also for a little more, just have it bored and install new pistons, a good machine shop can advise on this.
If you buy parts from Cummins they are good, and expensive. Aftermarket can be just as good and less expensive. Remember, Cummins buys parts just like everbody else, from the guy that has the best price.
