Where to get P-7100 pump timing checked/advanced?

Anyone out there know where the injection pump can be looked at by a knowledgeable and competant technician? Forget the dealers; over their heads. Cummins Atlantic can check the timing but won't adjust timing to anything but "by-the-book" specs. The name of a quality shop in SE Virginia is what I'm looking for. How difficult would this be to do myself if no such shop exists??
