whistle noise while using exhaust brake

Hello I have a 2017 3500 CC DRW 4x4 and the turbo has started a whistle when using the exhaust brake ,my question is is this normal or is my actuator failing?

I would look for signs of an exhaust leak where the manifold attaches to the head.

Mine does it too. @gsbrockman had this happen and the problem was a leak at the exhaust manifold, so I snaked my phone back there and took a picture and it does appear that I have a small leak at the #6. I have not fixed it yet.

Yes, he's doing well. His ban was up a little bit ago but he is continuing his vacation.

I had this happen after I changed out the thermostat (did that at the same time that the turbo actuator got replaced) and it turned out that I didn't get one of the clamps on the EGR crossover tube tight enough. I tightened it down and it's been fine ever since. So, something else you might want to check.

Could be a leak also between the exhaust manifold flange and the turbo flange
