I want to start off first by saying I have 100's of thousands of miles in Rams with VGT turbos, so I'm well aware of how they work :)

My '16 at about 10,000 miles started whistling quite loudly when the exhaust brake was applied, the whistle sounded similar to the old 5.9's that whistled under boost.
When I took it to the dealer, they couldn't really find anything wrong but said they re-torqued the EGR cooler. It cured the whistle for a few hundred miles and it came right back. I took it back to the dealer who said they contacted Ram who informed them it was a "known problem" they are working on a fix but don't have it yet. The dealer was instructed to NOT replace any parts whatsoever.

So.... I'm wondering who else has this issue, if it's been fixed? In my mind it has to be related to the EGR cooler from the standpoint it was corrected for a short time after they re-torqued it.

Any techs on here able to chime in on this issue?

Mine has been whistling since new. I just assumed it was because the exhaust is being restricted. It's not a loud whistle. But that's what happens when air is forced at pressure through a small opening. It typically creates high pitched sound waves.
 
Mine has always made noise, as have all my other VGT trucks, this is something distinctly different and new. Nearest description I can come up with is like a turbo whistle under boost on an older truck, especially a modified truck. Quite loud.
 
Mine just makes cool "exhaust brake" noises.
No whistle, at least not the type I associate with a failing turbo, the police siren kind of whistle...
