on my 95 there is a loud and i mean loud whistleing noise right by the turbo. when i rev the engine it gets louder. im not sure what it is but it doesnt sound very good. any help would be great thanks.
 
Depends on the noise...

if it sounds like air rushing, feel around the boots while someone rev's the engine, you may have a boost leak in the boot at the turbo or at the intercooler. Could also easily be an exhaust leak, but you`d smell it at rev...

if its more of a mechanical whine, check the play in the turbo shaft, the turbo could be worn. .

it sounds like it is mechanical. is the boot on the turbo on the back side of the by the down pipe or on the front. also it whistles mainly when the truck is warm. its so loud that you have to plug your ears when you rev the engine.
 
There are four boots, one at the end of each intercooler tube between the engine and the intercooler on each side. Two things I could suggest, also, other than the four rubber boots mentioned above. I had an exhaust manifold gasket whistle on a warped manifold. The gasket works like a whistle, and man it was loud as hell. Like putting a piece of paper between your lips and blowing, only with a little more pressure! The second thing I've seen could be the o-ring in the compressor outlet of the turbo where it clamps to the elbow above the first boot to the intercooler. A friend had one that he didn't get tight, and it would let loose with a scream at about 15-20lbs boost! Thought it was a boot, fixed 'em all and it still did it. I just happened to bump the clamp and notice the bolt was short, and checking it, it was loose. I suppose if the gasket is loose between the turbo and manifold it could do it, too. Watching for smoke blowing between the gaskets could indicate a leak in the exhaust system.

Turbo Diesel Wastegate Actuator Repair Kit



MODELS:

1994 - 1998 (BR/BE) Ram Truck



NOTE: THIS INFORMATION APPLIES TO VEHICLES EQUIPPED WITH A 5. 9L DIESEL ENGINE.



DISCUSSION:



A new kit has been released that will allow technicians to repair turbochargers with failed wastegate actuators. Wastegate actuators that have failed can cause low power complaints or noise complaints from air escaping out of the actuator.



DIAGNOSIS:





1. Remove the air supply (signal) line from the wastegate actuator (Figure 1).





2. Install a regulated air supply to the actuator (Figure 2).



3. Spray the actuator assembly with a soap solution and apply regulated shop air not exceeding 310 KPa (45 psi) to the actuator.



NOTE: DO NOT EXCEED 310 KPA (45 PSI).



4. If an air leak can be heard or bubbles are seen exiting from the actuator, perform the Repair Procedure.



5. If an air leak is not detected and the actuator rod does not move, remove the e-clip at the end of the actuator rod. Carefully disconnect the rod from the crank arm and check the crank arm for free movement. If the crank arm is seized or does not move easily, replace the turbocharger assembly.

i guess another thing is that it seems to do it only when the truck i hot. latley it has been hot outside here and it would scream. now it cooled down and it hasnt done it.
