My boost numbers are lower while towing than when empty. While empty I can develop a peak boost of 35psi but can only develop a peak boost of 30psi while towing.
 
Engine RPM. I'm guessing that you're spinning a little faster when you developed the 35psi when empty. There's simply more energy to drive the turbo with higher engine rpms.

I wondered the same thing for quite some time, because I could make 35 boost empty and had a hard time making and holding 30 psi towing. I think PC12 is right.
