its the magnaflow exhaust stainless steel, i dont get why its so cheap does it include a downpipe?

You can get a polished stainless Magnaflow WITH downpipe for anywhere between 360 and 450 dollars..... The deals are out there.

Does any company out there just sell a 4 inch kit with no muffler just straight pipe the whole way back? if so how much. I need a kit that includes the down pipe!

what do the 4" magnaflow sound like on the 03's. what does rip system sound like. is rips muffler have and packing inside the muffler?

I think they both sound good with the Magnaflow being noticeably quieter. Magnaflow uses a muffler with a 30" body that IS packed. My "standard" issue Diamond Eye is not packed. Nor is the Allied, or the Donaldson. With "my" system I'm more than willing to do substitutions for anyone that is brand specific.....
