Why surge brakes?

Casually strolling through our local trailer dealer's lot and I noticed 2 identical 18' car haulers. One had traditional electric brakes and the other had hydraulic surge brakes. The surge brakes are listed as an extra cost option.

Why would someone opt for surge brakes on that type of trailer? I've pulled boat trailers with them before, but never a car hauler. I'm not considering one, just curious as to why that "option" would be available.
 
My guess is not everyone wants a brake controller, like in the case of a truck with air brakes. All u-haul trailers have surge brakes.
