Engine/Transmission (1994 - 1998) will an oversized turbo kill fuel mileage

I have a 98 12v with a 62 14 65 II turbo and my buddy has a 2005 with a big turbo as well. We are both getting around 12. 5mpg on the highway. Grossing #13,000 I get 10. 5 mpg towing at 65mph.



My turbo does not light until 1500rpm but starts mooving pretty quick after that. The question is has anyone changed to a large charger like this and suffered on fuel mileage. The second question is would a 62/12/65 be a better turbo for towing than a 62/24/65
 
I wish I would have gone with that in the first place but the guy at industrial injection told me I needed a 14cm. I called again after a year and he is now saying 14cm is only better at full throttle high rpm. I am a little frustrated as they want $500 for the 12cm housing
