Engine/Transmission (1998.5 - 2002) Will Comp boost fool when off?

Finally had the guts to buy a comp and boy do I love it . I still need transmission upgrades so I don't like to run it all the time. I just installed the turnbuckle on my wastegate tonight and was wondering if the comp continues to boost fool when it is off I am making a lot more boost then before, but unfortunatly the transmission won't hold anything higher than 1x5. Thanks for your help!

yes, it still acts as a boost fooler even when turned off.
