2nd Gen Non-Engine/Transmission Windshield Wipers

I turned on my wipers today and no problem. When I turned them off though, they didn't stop. After a few more swipes trhey came to rest half way up the windshield. With a few quick on-offs, I could get them to return to home. Now, I have no delay wipers, only slow and fast. When I shut them off, they stop wherever. Every now and then where they are supposed to but not very often. My question here is, is this controlled by the switch or the wiper motor?
