Winter Cover, Now Fan Runs?

I drive my truck 90% of the time empty. Being below 30deg. I installed a winter cover so that it would heat up quicker and run closer to operating temp. Since I installed the Mopar frt cover (half closed) I hear the clutch fan more often than before pulling out from stops, But the temp guage is still at or below the normal range (just below the 200deg. mark) I dont no if the fan noise is just more noticable now with the cover or why is the fan running.
 
I think you would hear the fan a little more.

I don't think I'd worry to much about it if the temp is ok.

Mine does the same thing some times when it is closed off.
 
You likely have the heat/AC controls set on a function that requires the AC compressor to run (defrost, partial defrost, etc. ). If so, the fan is probably running because no air is passing through the AC condenser coil.
