2nd Gen Non-Engine/Transmission wipers not working

for what ever reason, they only work on low. they do nothing on high, or on the delay settings. also the washer pump is not working. anyone experienced this? or have any suggestions?

My 1st guess is the sw. on the steering colum , then wires to , especialy if you use your tilt lever much .
Use a multi meter to see if the signals from sw. are happening .

I do not remember looking at a Chry. and seeing a trans. like GM , they go bad all the time , It seems that each manuf. picks what part of there cars & trucks are going to be junk , and try not to junk the same part the other did .
