I would remove all chips, and run for a week and see if problem continues...

When I have a problem, first thing I do is remove my chips... At least you know if thats the problem...

I returned a phone call last night to a fellow in Florida that wanted to buy my pressure box, but had to tell him that it was sold. Anyhow, we get to talking about BOMBING trucks for about an hour and he tells me that he is a mechanic for a Dodge dealership. So he asked me about my injectors and then we started talking about fuel systems and he gets into talking about seeing and working on trucks with the same symptons as your truck in his shop, especially the early '03 like yours or my truck. He then proceeded to tell me about which parts to replace and if I wanted part numbers and such that he could get them to me. These parts were NOT the CP3 or pressure relief valve! They were some sort of actuator on the CP3 itself. As we all heard on this site that injectors do stick open, but he also said that he worked on trucks where the injectors just stuck CLOSED. Anyhow I said that I would keep the info in mind for future reference. I have his number still if you want to give him a call and get the 411 before throwing money at parts. Also, it would really help if you had a pressure box for sale because he wants one cheap :D

Let me know then I can PM you his number or email address.

That's the Fuel Control Actuator (FCA). It's purpose in life is to distribute and regulate flow to the CP-3 and back to the return line.

It *might* be possible to damage the FCA by running excessive fuel pressure. 25 psi is a lot of pressure. Now, I know lmills has been running up around 25 psi for awhile and he's had no problems.

Cummins doesn't publish any specification that indicates the maximum inlet pressure to the CP-3. :(

The guy I talked to made it sound like a relatively easy fix instead of throwing money right away at a pressure relief valve (which TCluff did to no avail) or the hassle of getting a new CP3 (which was the other option offered to solve his low rail pressure problem, but not a particulary appealing option if having to deal with the local dealer). I hope he gets his truck fixed because when it is running right, it runs like a raped ape! Anyhow, I should have got a part number and cost! Maybe I'll email the guy tonight.

On another note, if injector solenoids are sticking open or closed, can the solenoids themselves be replaced or does the whole injector have to be replaced as a unit assembly?

You must replace the injector as a unit.

Someone in here said you can't get an FCA without buying a whole new CP-3. I guess you'll find out if that's true or not...

thanks for the information, i will try the fca i was just reading about that in my service manual, i am kind of wondering about the cascade overflow valve also, do you know if they can go bad and bypass too much fuel ?
