This cop who is a pillar of character and honesty got fired for lieing under oath and is now under FBI investigation and now apparently a law suit.

Watching the video, it seems that the cop was a bit over the line.....

But what is the poor Cop gonna do if the guy gets a gun? Very tough situation.



I believe in a solidly good police force.

I also believe that they are universally "underfunded".

But... . more spending should go on "Psychological Vetting" of the candidates... .

and more $ to... "practical, useful, useable quality psychological skills"... .

for the officers themselves.



All it takes are a few rotten apples to spoil the barrel.



As long as we have criminals... ... we need cops..... hat's off to em.

But we also need "Transparency" of law enforcement operations.

I would think the patrolman should have used his convincing voice and told the man that while he didn't agree with the citation - simply sign that you received it and make a note on the bottom that you will be wishing to explain before a judge... ... end of story... ... a win win for everybody... ... .
 
He got fired for something else not for the tazer incident, but that woman definetly should have been tazed



"Kovach was cleared in an internal investigation into Dukes' arrest that showed any force was justified and he was not punished in any way, Rucker said.



The lawsuit names the city, Kovach, Chief John Mandopoulos and several other unidentified police officers, and claims that the city failed to properly train, supervise and discipline its officers regarding arrest procedures.



Kovach no longer is employed by the Warren police department after being fired Dec. 6 for dishonesty in another case. He made national headlines in September for his repeated use of a Taser on a Howland woman outside Up A Creek Tavern in Warren, for which he received a 60-day unpaid suspension.

In order to carry/use one, we have to be shocked by them. It's about like touching all eight spark plugs at once on a high performance V-8:-laf

If in charge of a vehicle on public roads or anywhere in traffic why not treat police officer with the respect you give to others? Listen and carry out instructions, one can always plead their case in Court and question any conditions occurring at time of of traffic stop. For goodness sake accept authority, as after all driving on public highways is a privilege according to the law. Many police officers have been killed when approaching a vehicle to give help, and when giving aid at a traffic accident site. The least one can do is cooperate.
 
yeah 5 seconds ur right I stand corrected (it just feels like 15 seconds). Tazer gave some kid (college student)the use of their private jet for a weekend for him and a few of his buddies if he would take a 60 second ride. He did it...

I have been a victim of Police violence once upon a time, but that was many many years ago when I suffered from what I now call "D. A. D. " (Dumb Arse Disease)

I think police are severly handicapped by all the political correct B. S. we have now days and if a cop pulls you over and you have a case of D. A. D. then you deserve to be tazed and when it is all over you should be glad it was only a tazer.

After seeing that video I feel the police officer was very forgiving with that argumentative sod, how many times does one need to be told to follow instructions? That driver should have been Banned from driving until taking a test by a battery of head shrinkers, to act like a normal person. What a Miscarriage of Justice to have to pay out to that Idiot, regardless of prior or later incidents regarding that police officer the incident in question was being judged. As a bumper sign read in the 60s, "If you need help Call a Hippy. "
 
and that's exactly why they're paying $40,000 for STUPIDITY!!! You can't look at that video and justify what Barney did..... and obviously the authorities couldn't either or else they would have lost a lot more..... that man was clearly a Non-threat... .

Like it or not guys their is a nasty bad trend in law enforcement across this nation. Seems like it is a race to the bottom with respect to standards of conduct, professionalism, trust worthiness and character. Not to mention ego control and insecurity issues.

What is TOTALLY amazing is this nut case is still free and on paid administrative leave in posession of a firearm. Anyone else would be behind bars with no bail allowed. :eek:



I don't have a problem with decent men and women of CHARACTER, sound judgment, and HONESTY putting forth their best efforts at doing their jobs as LEO's. I have a HUGE problem with thugs, mentally unbalanced psycopaths and sociopaths, liars, and out right criminals who have been issued a badge and a gun and call themselves law enforcement officers. Off-duty SDPD officer identified in alleged road rage shooting

OCEANSIDE -- Police weren't saying much Monday about a suspected road rage incident Saturday night in which an off-duty San Diego police officer shot and wounded a Camp Pendleton woman and her 8-year-old son.



The off-duty officer, Franklin "Frank" White of Oceanside, fired an undisclosed number of shots during the incident, which happened at about 9:30 p. m. in a shopping center parking lot off Old Grove Road, said Oceanside police Sgt. Kelan Poorman.



The woman and child remained hospitalized Monday, but authorities said their injuries were not life threatening.



White is on paid administrative leave pending the outcome of the Oceanside Police Department's criminal investigation and an internal review by the San Diego Police Department, Chief William Lansdowne said Monday. White has worked for the San Diego Police Department since October 2005.



Poorman said the incident apparently began when one car cut off another car in traffic. He said one driver followed the other driver to the parking lot of the Lowe's Home Improvement store on Old Grove Road, where the shooting took place. He declined to say which car White was driving.



The other driver, a white female in her 20's, was not armed, according to Poorman. Parties from both cars called police, he said.



Poorman said he did not know whether White -- who was accompanied by his wife at the time of the incident --- was inside or outside of his car during the shooting, or whether White acted in self-defense.



"I think that's probably why the shots were fired, but I'd be speculating," Poorman said.



The injured woman is married to a Marine and lives on Camp Pendleton, Poorman said. She was taken to Sharp Memorial Hospital in San Diego, where she is still a patient.



As of Monday afternoon, she had not been interviewed, but investigators did speak with her son at Rady Children's Hospital, Poorman said.



He said Oceanside investigators are still trying to obtain surveillance video from businesses in the area



White was not in a police vehicle at the time of the incident, Poorman said.



State and federal laws give off-duty police officers the right to carry a weapon.



A countywide policy adopted in May 2007 addresses when and how off-duty officers may intervene when they observe a law being broken, said San Diego Police Department spokeswoman Monica Munoz.



The policy states that law enforcement officers retain "full power and authority" to perform policing duties when not on duty, including carrying a weapon.



Munoz said she could not comment on whether San Diego police official believe White fired his gun in a police capacity because they are not conducting the investigation into the incident.

My replies were in your original post regarding the Utah Officer. Not to your latest post. My comments about you having issues are regarding your other post which was shut down. I stand by my "issues" statement as it appears you are fixated with googling bad cops and the bashing all of them as equally criminal. I agree that not all cops are good but there are bad apples in every bunch including the military. Most people see them for what they are a few bad apples. Most people do not post "Never trust the police" making them all bad just because of a few. Along with my suggestion of a don't trust volunteer firemen post why dont you go post don't trust white christians, or TDR members I'm sure more than one of the people in these groups has done something wrong as well... .

As far as a spin. Innocent till proven guilty and where does it say he was allowed to keep his firearm?

Perhaps this post should be closed as well since you obviously just want to reopen your Never trust the police on this one.

As for ever being tazed the relevance is that you would know its not torture and it actually isn't that bad. the tazer gains compliance by locking up the muscle mass not by pain compliance which is what the old stun gun and basically every other means a cop has to stop someone or get them to comply used. If I had a choice on how to be made compliant I would choose a tazer everytime.
