On my 3500 Dually 4X4, About six weeks ago my left front hubcap apparently turned independently of the wheel causing my tire valve to shear at its metal to rubber joint. I noticed that about four of the plastic retainers for the ring inside the cap had broken, replaced the valve and the hubcap no evidence of turning since. Well last week I got a recall on some Pirelli Scorpions I had put on about a year ago, yesterday I had them changed out and noticed that the right side hubcap had some plastic retainers missing, looked at the wheel today after 70 miles since the tires where replaced and the right cap is now turning about 2 or 3 inches. Did a search thinking it can't only be me, but found nothing. Being a front wheel I'm thinking it must be under braking that the movement occurs. Anybody got any ideas. These hubcaps aren't cheap.
 
I wonder if the tire knuckelheads are beating the hub caps on and breaking the clips. I ALWAYS take my hubcaps off BEFORE I go in for new tires. I noticed on my '07 that the hub cap retainers are now plastic. My old '01. 5 were metal.

Had this problem last time I got new tires - the installers managed to break all the clips on one of my front wheel skins and then popped the front cap on. Of course I checked everything when I picked up the truck, and needless to say, they ended up buying me new skins for the front (they had broken two of the clips on the other one, too!)
