In the 80 weather temps. should the amp. gauge be slow to reach the 14V range after starting, mine seems too slow for warm weather. could this cause the LP press. to rise slower too, maybee time for new Batts. ?

You may consider putting a voltage meter across your battery terminals and seeing what is really there. Should be around 14. 6V pretty quick as the grid heaters should not be running this time of year. I would imagine you have already had new batteries by now? You could also look into your alternator, the voltage regulator may have something to do with it. I have an 02 and still running my factory batteries, I know they won't last forever though...
 
The gauge measures volts, not amps. In hot weather the regulator runs at lower voltage to avoid overcharging the batteries. This is normal as the chemical process is more efficient in higher temperature. You should not see over 13. 6 to 13. 8 volts in the summer.

Is this just for diesels or every car? I tested my truck out of curiosity and found 13. 86Vdc which goes along what you stated, but my wifes Honda just like every other newer car I have had read 14. 5Vdc.
