My understanding is that Kalifornia requires government approval for modifying your vehicle with a bumper sticker... (It has to be politically correct).

That's correct!

My liberal neighbors have been giving me the stinkeye over my "Drill Now,Drill Here" and "Ted Nugent for President" bumper stickers. :) P. S. My conservative Prius owning co-worker has agreed to applying a "Drill Here,Drill Now" sticker to her car. Cool gal!

Bingo. . Are you sure that "Drill Here. . " sticker is approved? Especially on a prius. She may be in for some major safety fines. But the fact that it is an imported vehicle may be worth a few points or maybe even an exemption to the rules.

It appears that BAR (Bureau of Automotive Repairs) stopped the practice as Autozone was providing "diagnosis" of a vehicle and did not have the proper license. My guess is that they told someone that a 'code xxx' meant change 'this part' and sold them the part. Didn't fix it and they complained. And enough pressure was put on them that they wuused out and rolled over. After all, noone seems to accept responsibility for their own actions.
