If I loosen the 6. 7 turbo from the exhuast manifold, can I drop the turbo enough to get a piece of stiff paper/thin cardboard in between without disconnecting the cooling, oil, etc lines.

It sounds like you are planning to drill and tap for a thermocouple?

It is not necessary. There are a number of ways to do it. One is to have a helper hold a shop vac while you are drilling and tapping.

It is more necessary than it was on the older trucks, the filings that get in the turbo can cause the nozzle to stick and it will not be under warranty because of the thermocouple. I am not sure but I see no reason you couldn't drop the turbo enough to put something in there to catch the shavings.
