I bought a new fuel control actuator from Cummins, and when I went to take it off, the 3 bolt heads securing it were round. Well, I can't see inside the head, so I tried both a torx head driver and an allen head wrench. Neither one could get the bolt to turn. I'm concerned that if I continue I will screw things up.



Can anyone tell me what size and type of tool I need to take them off?

T25 Torx. There's more information on changing the FCA on page 32, TDR Issue 68. If you don't have the magazine, it's available for viewing online.

Do yourself a favor, when you remove them replace them. I found alan heads in place of the torx, and installed a lock washer. They strip very very easy.
 
Torx is much more resistant to stripping out than allen; that is why Bosch uses Torx heads. Be sure to get on the head straight and that the bit is fully inserted into the recess.

X2... I can't count how many allen heads or allen wrenches I have stripped over the years, and not a single torx bit.

Of course, you DO have to be sure to use the right size bit or driver... often times the next size down fits and looks right and even works, but NOT if the screw is tight.
