I wanted to hear from anybody living in the NYC area about how it is owning a BOMBed 2nd gen there. I have a '94 with a manual trans and a #10 plate in the stock position, a 3KGSK and timing at about 15*. How hard will it be to pass the emissions test with this set up? How is the safety inspection to pass? Finally, how are all the yearly registration fees when you add it all up?



I'm moving out to NYC, but I have the option of keeping my residence in California where I live now (because my parents live here). Cali isn't that bad for diesels, no emissions test whatsoever. The only bad part is that I have to register my truck as a commercial vehicle, which means about $300 a year in Reg fee's. I'm wondering if its going to be substantially cheaper to Register the truck in NYC.





By the way, anybody with a CDL know what its like transferring your CDL from another state into New York?

First off, I have never been able to find a station that sells diesel fuel in NYC. Comrade Bloomberg has a 2000 dollar fine if you are caught idling. I dont have any idea about CDL transfers. As far as emissions test, good luck. Welcome to the club, Moe
 
NY State Motor Vehicle Inspection

Your truck must go through a safety and emissions test once every 12 months. Safety includes, brakes, tires, glass, lights, all front end components except ball joints, chassis condition, seat belts, mirrors, wipers, seat belts, etc.

If you do not have a cap with certain equipment your truck will receive commercial tags-plates and you are not allowed to drive the parkways in NY State.

The emissions test is done at this same time and is an Opacity Test checking for particulates emitting from your exhaust pipe. I have been told that our emissions test is tougher than that of the State of California.

If your truck passes the Inspection test it will be issued a Safety/ Diesel Emissions Sticker which is then placed on the left lower corner of the windshield.

I believe the Emissions Test is fair and helps to clean up the Environment. The safety inspection helps to keep the unsafe car off the road.

The registration fees are paid for a 2 year period and they will be less than $300. 00, I would guess somewhere in the price range of about $ 135. 00 for 2 yrs.

I'm in the NYCMA which is the city emissions / safety zone. I just got mine inspected and as Far as i know it is still just a safety inspection. No emissions on the diesel.

Emissions Inspection for Diesel-powered Vehicles

Does a diesel-powered vehicle require an annual emissions inspection?



All diesel-powered vehicles registered in the New York City Metropolitan Area (NYCMA) with a maximum gross weight (MGW) of 8,501 lbs. or heavier must get an annual emissions inspection. The emissions inspection must occur at the same time as the annual safety inspection. The NYCMA includes the five boroughs of New York City, and Nassau County, Suffolk County, Rockland County, and Westchester County. There are no exemptions given because of vehicle year, vehicle model, or other related vehicle information.



Diesel-powered vehicles with a MGW of 8,500 lbs. or less are not subject to an annual emissions inspection. Diesel-powered vehicles registered outside of the NYCMA are also exempt from the annual emissions inspection.



Can a diesel-powered vehicle be required to pass a roadside emissions inspection?



Any diesel-powered vehicle with a MGW of 8,501 or more can be required to pass a roadside emissions inspection. The NYS Police and the NYS Department of Transportation conduct these inspections. If the vehicle fails the inspection, the driver can receive a summons and a fine of $700 to $1300 (for repeated violations). The driver can reduce the fine if the vehicle is repaired and passes a reinspection at a DMV-licensed facility within 30 days of the violation.



What is the fee for an annual diesel-powered vehicle emissions inspection?



The annual emissions inspection fee is $25. This fee is added to the fee of $10 for the safety inspection.



Where and when will the annual diesel-powered vehicle emissions inspections be done?



The inspections are done at DMV-licensed inspection stations. The inspections are done at the same time as the annual safety inspection. The inspection station must have the special equipment and be licensed by DMV to conduct diesel engine emissions inspections. An inspection station that only does emissions inspections of gas-powered vehicles is not qualified to do diesel engine emissions inspections. See the list of DMV-licensed diesel engine emissions inspection stations.



What if I my vehicle passes both the safety inspection and the diesel-powered vehicle emissions inspection?



The inspection station issues an inspection sticker valid for one year. If the vehicle is subject to a heavy vehicle inspection (vehicles with a MGW of 18,000 lbs. or more), a Heavy Vehicle Inspection sticker is issued.



What if I my vehicle passes only the safety inspection or the diesel-powered vehicle emissions inspection?



An inspection sticker is not issued until both inspections are passed.



If you return the vehicle to the same inspection station within 30 days, it requires a reinspection of the failed inspection only. You are required to pay the reinspection fee only.



If you take the vehicle to another inspection station or wait 30 days after the failed inspection, the vehicle must get both inspections again. You must pay for both inspections again.



I guess my truck is under the gross weight...
 
I just renewed the vehicle registration (NY) on my '04... .



2 yr Registration Fee - $151. 00

Plus 2 yr Use Tax - $20. 00

Total Registration Fee - $171. 00
 
The emissions testing depends on your county, Most down state counties , few upstate do. They all have safety inspections once a year. Its either $10 for the safety or $35 for the safety and smog test. GVW is not a issue.

I'm in Staten Island, One of five boroughs near NYC. My reg with custom plate was $345 for 2 years. Emissions now done in tailpipe with computer hookup here. Most wont look at parts for changes but emissions will count. There are plenty of places that cary diesel with the fewest maybe in Manhattan. Don't have to register commercial here but on some parkways your supposed to have bed cover etc.
 
You can't legally register any CTD as a passenger vehicle in NYS as is far exceeds the maximum unlaiden weight allowed for a pickup to have passenger plates. Commercial registration fee's are based on mfgr GVWR, about $250 for 2yrs on my dually.

Mine is passenger at 9000 gross weight. At over 8600 you have to go to truck shop for inspection.

Your truck is above the 5,500 lb unlaiden weight requirement for passenger plates, so you are improperly registered. DMV does not care, it's your responsibiliy to properly register. I could get passenger plates on my dually, enforcement is lax, but it's still the NYS law.

Found this at DMV, Pick-up Trucks (Part 106. 6 (c)). You can register a pick-up truck in the passenger class if the pick-up truck complies with all of these requirements:



The pick-up truck has an unladen weight of more than 5,000 lbs. and is used for non-commercial purposes.

The pick-up truck does not have any business advertisements.

A permanent camper top completely encloses the truck bed, and which has one or more side windows.

The pick-up truck has seats, seat fittings, or permanent camping equipment that are installed in the truck bed. "Camping equipment" indicates that you have a permanent bed, a permanent stove, or a permanent refrigerator in the vehicle. If this equipment is removed and you use the pick-up truck, you must register the pick-up truck as a commercial vehicle.

Yep, what you wrote is the way it has been for many years, but we know that doesn't apply to an empty 7500 lb Ram. With me, I'd look out of place on the parkways at 8 feet wide, kind of hard to blend in even with passenger plates :D



As far as what does apply, you would be OK with a title weight that is < 5,500 lbs. I have a buddy that ordered a gasser Chevy 2500 Reg cab, with no spare !! just to get that magic number. He is a retired local police officer so I think even he knows there are things even he can't get away with.

From personal experience I had a neighbor that was doing everything under the sun to harass me and I mean everything. he called the town and lodged a complaint that I had a vehicle with a gross weight of over 10,000 lbs parked at my house. I have a dually and the reg says 12,000. So I went to the DMV and changed my weight to 8000 lbs. The town so far has not been inclined to do anything about it. I do not take my chances on parkways. The OP did not say if he was going to keep Cali plates on it. I do not think you are going to have a issue with the smog test as long as you do not look like a old locomotive coming around the bend. And as a side not I have spoke with guys that received tickets for being in the HOV lane or left lane with PASSENGER Plates on their CTD. You may skirt the law but you know the song , I fought the law... ... . the law won. You can have a a big honkin Ford Excursion on the parkway but no CTD.
